Why RACI Fails in Global Capability Centers

Most GCCs start with a clean org chart and a vague mandate. Within six months, you’re watching the same work get duplicated in two sites, or worse, left in the void between them. The usual fix is a meeting where everyone nods. That doesn’t work. You need a living RACI that maps who is Responsible, Accountable, Consulted, and Informed for every major workflow.

Build the Matrix Around Workflows, Not Titles

Don’t start with job titles. Start with the process. Pick one high-friction workflow—say, requirement intake from the business unit to the GCC delivery team. List every step: intake, triage, design, build, test, deploy, close.

For each step, assign exactly one R and one A. The R does the work. The A has the authority to sign off or escalate. If you have two Rs, you have a bottleneck. If you have no A, you have drift.

Example:

  • Step: Requirement triage
  • R: GCC Process Owner (Site A)
  • A: GCC Delivery Lead (Shared)
  • C: Business Analyst (Site B)
  • I: Product Manager, Finance

Enforce One A Per Decision

The biggest RACI mistake in GCCs is multiple Accountables. When two leads think they own a decision, nothing gets decided. Pick one A for each major decision gate. Make it visible. Put it in the workflow tool, not just in a slide deck.

If you’re unsure who the A should be, ask: who can unblock this without another meeting? That person is the A.

Consulted vs. Informed: Cut the Noise

GCCs drown in consults. Every stakeholder wants to be consulted on every step. That kills speed. Use this rule:

  • Consulted: someone whose input changes the output.
  • Informed: someone who needs to know the outcome but doesn’t affect it.

If someone is only informed, drop them from the active workflow. Send a summary. Save the meeting.

Make It Live, Not Static

A RACI that lives in a PDF dies. Keep it in your workflow tool. Link each step to the RACI entry. When the process changes, the RACI changes. Assign owners to maintain it. Review it monthly in your GCC operating rhythm.

Quick Fix: The 15-Minute RACI Audit

Pick one workflow this week. Draw it on a whiteboard. Assign R, A, C, I for each step. Ask the team: “Who actually does this? Who can say no? Who needs to be told?” Fix the gaps. Publish the updated RACI. Repeat monthly.
